Joyce Opinsky has more than 20 years of capital markets experience. She joined Stern Brothers in 2014 as a Managing Director where she specializes in municipal finance in Missouri and Texas. She works with numerous Texas issuers including the City of Dallas, Dallas Area Rapid Transit, Dallas Ft. Worth International Airport, City of Houston, Harris County and Texas Water Development Board. She has completed more than $3 billion in Texas financings in the last several years, including serving as Book Running Manager to the City of Dallas on a $110 million financing for a new parking garage at Love Field.
Joyce works with numerous St. Louis area issuers, including the City of St. Louis, St. Louis Metropolitan Sewer District, Metro Transit, and several local K-12 issuers. She recently served as Joint Book Running Manager for a $258 financing for St. Louis Lambert International Airport and Senior Manager for a $40 million leasehold revenue refunding transaction for the City of St. Louis. She also serves as Lead Banker to the City of Kansas City and state issuers including the Missouri Department of Transportation.
Prior to joining Stern Brothers, Ms. Opinsky worked for several regional broker-dealers. Ms. Opinsky‘s background is in government finance, having worked in local government for the City of St. Louis. She is a member of the Texas and Missouri Women in Public Finance chapters, Missouri Association of School Business Officials (MoASBO), Missouri GFOA and the Audit Committee of the Special School District of St. Louis County. She received her M.B.A. from the University of Missouri and B.A. in Economics from the University of Michigan. Ms. Opinsky holds Series 7, 24, 50, 53 and 63 FINRA licenses.
