Joyce Opinsky has more than 20 years of capital markets experience. She joined Stern Brothers & Co. in 2014 as a Managing Director where she specializes in municipal finance in Missouri and Texas. She works with numerous St. Louis area issuers, including the City of St. Louis, St. Louis Metropolitan Sewer District, Metro Transit, and several local K-12 issuers. She also serves as Lead Banker to the City of Kansas City and state issuers including the Missouri Department of Transportation. She recently completed a Senior Managed leasehold revenue refunding transaction for the City of St. Louis and is currently serving as Senior Manager on a $65 tax and revenue anticipation note financing for St. Louis.
Ms. Opinsky works with numerous Texas issuers including the City of Dallas and Dallas Area Rapid Transit. She recently served as Lead Banker to the City of Dallas on a $110 million financing for Dallas Love Field. The bonds were the first GARBs issued by the Love Field Airport Modernization Corporation and Ms.Opinsky was significantly involved in reviewing documents, preparing the investor presentation and other items related to bringing the transaction to market.
Prior to joining Stern Brothers, Ms. Opinsky was Vice President at George K. Baum & Company’s St. Louis office where she focused on Missouri financings. She was previously a Vice President at A.G. Edwards & Sons, where she served in a variety of debt capital markets roles for nearly 15 years, including public finance, taxable underwriting, and fixed income marketing. Ms. Opinsky‘s background is in government finance, having worked in local government for the City of St. Louis.
Ms. Opinsky is a member of the Missouri Association of School Business Officials (MoASBO) and the Audit Committee of the Special School District of St. Louis County. She received her M.B.A. from the University of Missouri and B.A. in Economics from the University of Michigan. Ms. Opinsky holds Series 7, 24, and 53 FINRA licenses.
