Joyce Opinsky has more than 20 years of capital markets experience. She joined Stern Brothers in 2014 as a Managing Director where she specializes in municipal finance primarily in Texas and the Midwest. Ms. Opinsky has led the firm’s expansion in Texas and has completed more than $5 billion in Texas financings over the last several years. Clients include the cities of St. Louis, Kansas City, Houston and Dallas along with numerous transportation issuers such as Dallas-Ft. Worth International Airport, Harris County Toll Road Authority, Chicago Transit Authority and St. Louis Lambert International Airport.

Prior to joining Stern Brothers, Ms. Opinsky worked for several regional broker-dealers. Ms. Opinsky‘s background is in government finance, having worked in local government for the City of St. Louis. She serves on the Executive Committee of the Missouri/Kansas Women in Public Finance Chapter, and she is also a member of the Texas Municipal Advisory Council, Texas Women in Public Finance, Missouri GFOA and Chicago Women in Public Finance. She received her M.B.A. from the University of Missouri and B.A. in Economics from the University of Michigan. Ms. Opinsky holds Series 7, 24, 50, 53 and 63 FINRA licenses.
